Windsor Community Service Council 860-285-1842 A small group of volunteers who banded together in 1967. Their mission was to assist the members of Windsor's community who are alone, disabled or in need. The group is made up solely of volunteers and operates under the auspices of health and social services. The council has been steadfast in its crusade to collaborate with other support systems to benefit the needy.
